Ron Yosi, President
Ron is a 16 year veteran of the Pittsburgh Police Department. He has worked various assignments within the Bureau of Police to include the Street Response Unit. He was assigned to the Pittsburgh SWAT Team in early 2004. In early 2006 Ron was assigned as a team leader and assigned to the Tactical Operations Section as a fulltime trainer for the unit.
Gary McCrady, Vice President
Gary has 30 years law enforcement experience. He has been assigned to the Lancaster City Patrol Division for the last 24 years. Gary has worked in the Selective Enforcement and the Warrant Squad Units for 9 years. He currently is a Sergeant and patrol supervisor. He has served on City and County SERT for the last 20 years. Gary had been the chemical agents instructor & Team Leader while with SERT. He has recently been promoted to Deputy Commander of the Lancaster County Special Emergency Response Team.
Giles Wright, Secretary
Giles has 15 years experience in law enforcement. He is assigned to the Bethel Park P.D. Detective Division and carries a collateral duty assignment with SHACOG CIRT. Giles has a B.S. in Criminal Justice. He is an instructor in handgun, shotgun, patrol rifle and less lethal munitions. In addition, Giles is a defensive tactics instructor in multiple disciplines and an active shooter tactics instructor.
Frank Starko, Treasurer
Frank has 25 years experience in law enforcement. Frank is assigned to the Moon P.D. Special Investigations Unit and carries a collateral duty assignment with SHACOG CIRT. Frank has a B.S. in Criminal Justice from Penn State University and a M.S. in Legal Studies from California University of Pennsylvania. Frank is both a General and Special Instructor through the MPOETC. He is an instructor in handgun, shotgun, patrol rifle, and force-on-force Simunitions. In addition, Frank is a active shooter tactics instructor.
Steve Mescan, Director of Operations
Steve Mescan is an twenty-three year veteran of the Pittsburgh Police Department and is currently assigned to the SWAT Team. He has been assigned to the SWAT Team since 1999 and was assigned as the lead trainer in 2000. His instructional background includes defensive tactics, firearms, law and liability, use of force and all facets of SWAT operations. Steve has testified as an expert in SWAT related cases and has worked with other officers in his department regarding the evaluation of officer involved shooting and use of force. Steve is one of three assigned training team members and is responsible for monthly SWAT training and acts as a team leader on SWAT deployments. Steve currently serves as the Eastern Regional Director for the N.T.O.A.
Matt Collier, Vendor Coordinator
Matt has 15 years experience in law enforcement. Matt is currently assigned to the Baldwin Borough Patrol Division and carries a collateral duty assignment with SHACOG CIRT. Matt is a veteran of the U.S. Marine Corps. Matt is a certified instructor in handgun, shotgun and patrol rifle. Matt is a certified instructor in defensive tactics as well as active shooter response.
Scott Markl, Vendor Operations Advisor
Scott is the VP of Sales for Markl Supply and has been with the company since 1994. Scott has an Associate Degree in Electrical Engineering Technology and was previously with IBM for 12 years. Scott dedicates alot of his personal time to the furtherance of the tactical community and has proven to be a critical asset to the PATOA as it relates to annual training conference activities.
